Liquid water is not a mineral as it does fit the definition of a mineral in the sense that it has no regularly ordered crystal structure.

Solid water is a mineral because it fits the definition of a mineral, i.e. a naturally occurring, non-organic substance with a regularly ordered crystal structure.

In order for a substance to be considered a mineral, it must satisfy these characterisics: 1. it is a soild 2. it has definite chemical composition (not a mixture, and can be expressed as a chemical formula) 3. has a crystalline structure and 4. naturally formed (not man made). 5. Inorganic (not come from living things)

Water can satisfy all of these when it is ICE.
