One way to do this would be to use Freewebs.com. Freewebs offers a site builder and also gives you the option to upload a website that you may have already built.

There are also premium features that you could pay for if you would like to use them.

If you would free hosting with FTP, then I'd suggest that you try out FreeHostia.com. I believe that they don't place any ads on your website as well.
