Go to Victorias Secret online they have lots of cute black dresses on sale or clearance. A nice fabric to look for is matte jersey as it is stretchy and doesn't wrinkle

i would say alot of places. For under 99$ you wont get the nicest one, juicy has really gorgeuos clothes but they are clearly out of your price range. try a vintage shop.

macys has really cheap dresses and theyre pretty cute too....and i bought this really cute dress on sale for like 9 bucks!!!! and it was really nice too!!!
i found this site with tons of black dresses and they have a few that's less then $99.....some of them r really pretty too!!! :D
