The temperature and pressure on the earth is conducive to certain elements being in gaseous form. Gravity prevents the gasses from flying into space. As for Oxygen specifically, it's a byproduct of organic processes (life such as plants)

It's not uncommon for planets to have a gaseous layer. The supergiant planets, for example, have very deep, dense, and violent gaseous envelopes.

As to why the air we have is particularly conducive to our life, and in fact mostly pleasant, we would not have evolved to use and appreciate it if it weren't here.
