They were expatriated. They really were Czechs.
Czechoslovakia wasn't a country yet, it was part of Austria-Hungary, which was Allied with Germany during WW1. The Czechs originally fought with the Russians from Russian soil, against the Germans and Austrians, in an attempt to gain their independence.
When the Communists overthrew the Russian Government and made peace with the Germans, they became enemies of the Czechs too. This left the Czechs isolated behind their new "enemy" lines in Siberia.

No they really were Czechs, fighting for the Russians against the central powers - Austria-Hungary and Germany. They legion increased in numbers through recruitment of Czech POWS who were fighting for the other side. Very detailed account in wikipedia. link below
