Because it's all about control of the population to get you to do what they want that's why your drvers license is a priveledge instead of a right like it's supposed to be and people are just to damn stupid to either realize it or just plain do not care let me ask people out there this.do you agreethat it was a right to go from one end of this country to the other by riding horses covered wagons etc.? was that the mode of transport of their day?did we not replace the horse with the technology called the automobile?
are not a lot of roads we follow today in fact the same trails people took in years gone by so why is it that our right to drive is suddenly a priviledge one word control I say it's extortion from the government to get you to do what they want and if you don't do as they want they mess with your life such as suspend your drivers license I had my suspended for failure to pay a fine that at the time could not afford to pay and it had absolutely nothing to do with driving it had to do with a citation I received for having an undersize fish that in my defence had just increased from last years rule book my license expired on march 31st and Ibought a new one and numerous stores had not received the new regs yet

First of all; your question should say "Why are there rules". Secondly, there has never been a time in known history when there were not rules.

Are you serious? You never heard of the 10 commandments? You never heard of the Code of Hammarabi? No, I guess you have not.
No rules in the past? How absolutely silly. Laws have been around sinced the beginning of recorded history.

like what kind of rules? cause they're has ALWAYS been rules in society. even the ancient tribes (egypt, or what is now mexico, native americans..basically any ancient tribe) had rules....and PLENTY of them.
