My husbands boss laid him off or whatever on October 31 (told him not to come back until a knee injury was healed) Now we are being told that he can/could have filed for unemployment.

he is available & will to work ~ He has another part time job & is still working for them, the doctor has given him the all clear to work. He is not on medical leave from a doctor just the 2nd part time job said that he doesn't want my husband back until he is 100%

That information is incorrect. You cannot file unemployment when you are on medical leave (even if you are not being paid for it). You need to be available and able to work when applying for unemployment.
