This could get long. If your home is on your own land, this is what I would do. 1)dig a footing, about 1' deep, set up some forms, keep the outside flush with the trailer, 6" wide, 2x4's should do, pour concrete, puting anchor bolts every 8' or so. 2)build 2x4 frame work, put some old paneling or light plywood on the inside and fit and attach these to the trailer and concrete footing 3) insulate 4)trim with your choice of skirting, let the skirting go past the footing a inch or so. I would also put a few louvered vents, ones that can be opened and closed. this will insulate very well.
Don't forget an access door. Hope this gives you somewhere to start. Good Luck!

The best way to insulate under a mobile home is insullation between floor joists, then buy a tyvac material (breathable plastic) that you stretch the length ot the home under it and attach it to the floor joist. Wrap the pipes in heat tape or heavy insullation. Underpinning (skirting) will not keep your pipes from freezing, so get vented vinyl skirting to help keep moisture out from under your home. Do not put straw down, if it gets wet it will get mold. On the ground use a heavy gage 6 mil plastic under the home, the length of the home. This will help also as a vapor barrier. Moisture is your homes enemy, it can cause severe flooring and wall problems.

heat tapes, wrap pipes, use straw on the ground, go with vinyl pinning, it will flex with different temps, also put yard timbers down first then un-pinning on top of them,
did that to mine, havent had any problems with temps down to 4 below. Indiana
