You have to skin higher level monsters, the monsters you're currently skinning are below your skinning level.

It's basically the same deal for all trade skills in the game, you'll reach a point where you either have to fish, cook, mine, or craft something more difficult to progress.

EDIT:
I've never done skinning but given the wide level of monsters you can skin I would be inclined to believe that simply because a monster is higher level than you may not exactly mean that it 'should' raise your skinning. With the other trade skills you are forced to move on to harder areas, so my guess would be that you would have to maybe skin higher level monsters in a higher level area.

They may also be at the lowest end of things you can skin and still get points, I've had green recipes in cooking that took me about 20-30 successes in order to raise my point by 1.

Long story short, just keep progressing and you will undoubtedly raise your skill.

Sometimes it takes a while, and u need 2 skin animals that are of equal or slightly lower level than u r. So try skinning lvs. 15-20

You need to get the next book to do it, head to thottbot.com and find the trainer.
