It's mainly for the benefit of the of the pretty faces ("stars") that get to stand next to the pretty new year's ball and smile. If the ball went up instead of down you wouldn't have that.

The ball comes down, they smile and pose, and then all eyes go back into the air for the fireworks. At this point, the pretty face is stuffed into a waiting limousine to be whisked away back to whatever hotel that the "face" is staying.

it's always been this way.

Also, they have a whole bunch of lights on the ground light up simultaneously with the ball hitting the ground so even the most weak visioned person can figure out exactly when new years is supposed to be.

Your idea would work fine, if the celebrity were to be sent up in the air along with the ball, and if the ball were to then explode into a brilliant fireball when it hit the top. Everybody would know that it was exactly new years and would also be breathlessly watching Ryan Seacrest explode into oblivion.

I would walk from Tijiuana, Mexico to attend such an event.
