It depends to whome you are talking to and for what reason you are telling them 'i love you'.There are different degrees of emotion conveyed by the words 'i love you' and it means different things to different people.Sometimes you tell a child this to comfort them or a friend this to support them in times of need or grief. You may also tell someone this because you are unsure youself about how you feel at that moment in time. However to tell someone (BF OR GF) over a prolonged period of time and deceive them is wrong to them and yourself.Maybe 'break it to them gently' when the time is right.I can'not tell my wife all the time that 'i love 'her with the same 10nth degree of emotion. But i know deep down the 'feeling' is there somewhere. However its easier to tell someone 'i don't love you' if you dont care about that person.

No. I hardly ever even say it when I do mean it. At least not when I'm sober. Which has been just about every day of the last 13 years.

It happens many times.. to say i loves you but didnt meant !

When your eyes are filled with tears and the words come out from the bottom of heart to say - i love you. that is when you really mean it !!
