It is different for each woman, but it is not uncommon for a woman to continue developing into her early 20's. Size still fluctuates depending on weight gain / loss and pregnancy for the rest of your life.

You can grow into your 20's and the size can fluctuate with health issues, pregnancy, or weight issues.
