SUNY New Paltz or Oneonta have one of the BEST education programs in the north east. Both are state schools, so plan on not paying as much as going to a private school and getting a great education. With an SAT score as yours, try Oneonta first. Education in NY is probably the most competitive major, especially Elementary Ed. Best bet, go to a community college, get those grades up and then you'll be ready to knock it out when you get to your BA and eventually your Masters.

Colleges are businesses like any other. If they have the capacity for a certain number of students they will accept whoever they can to fill the chairs. Some are competitive because more students apply than the college has room for. There are many colleges that have elementary education.
Here is a better plan: find a local community college and start taking courses that will transfer towards the 4 year degree you will need later to teach. They are cheaper and GIVE THE SAME CREDITS. You can work hard, get good grades and transfer to get your bachelor's degree. When you get your bachelor's degree, it counts just as much if you transfered most of the credits or if you were at the school the whole time.
Also, you should know, elementary education is a VERY competitive field in New York. I live on Long Island and have heard of hundreds of applicants for a single position. Everyone (me included) would rather teach the cute young kids. If you have any previous career skills or interests, you may want to consider secondary education. Be well.

I would worry a little about a teacher with those scores! However, you probably will have to start out in a community college, then transfer to a 4-year school if you do well in your associates' program.
