It's a function of x.
You can graph it.

It would be irrational at x=0.

what is f(x)=1/10(x)?

It is an equation which could be written y = 10/x or xy=10. This is a hyperbola.

But if you meant f(x) = 1/(10x), then it would be xy= 1/10.
