Most do not. They are just overly optimistic. Most believe what they are saying. The voters actually demand this optimism (they wouldn't vote for a realist). We mostly get what we deserve in politics.
Can you imagine a politician saying "I don't know if I can get the troops out of Iraq", "I don't know if I can stop the recession", "I'm not quite sure if my plan to lower crime will work". It's the realistic truth but no one would ever vote for them.
