the torso is to big. I tried to contact to return but no response!

Synthetic fibers don't shrink but you may be able to take it in, just open a seam with a seam ripper, trim back the edges and re-stitch it back together, smaller.

No. Heat on synthetics will cause their properties to break down. Your garment will lose it's elasticity causing it to be bigger. Buy it in the correct size.

If you were to resize it by sewing as someone suggested below, you have to make sure you have the correct tension and thread, otherwise your girdle will come apart when you wear it. You'll need a serger to sew it because it's a stretchy material. You'll also need thread with elastic in it and blunt/ball point sewing needles, same goes for if you're doing it by hand, which I wouldn't suggest.
