The first WWE champion was Buddy Rogers on April 29 1963 in Wahington D.C,
Rogers was awarded the title with the explanation that he defeated Antonino Rocca in the finals of a tournament in March 1963 in Rio de Janeiro, Brazil to become the first WWWF World Heavyweight Champion.[3]

Hulk Hogan beat Triple H for the WWF Championship on April 21, 2002. On May 6, 2002 Hogan became the first WWE Champion, when the WWF changed it's name to the WWE.

The first champ for the company (WWWF, WWF, WWE) was Buddy Rogers in 1963. Toots Mondt and Vince McMahon, Sr. wanted Rogers to be NWA champ, but NWA said no....so they just broke away, just like Verne Gagne did with AWA and crowned Rogers their champ. If you want to be technical, following the name change in '02, the answer is Hogan.

If you want to get technical, it would be Hogan since he was the champ in May of 02' when the company changed from the WWF to the WWE.
