Could you tell me why sending money from China takes time?

Question

I sent money (USD) from Japan to China,via Western Union,
and requested the reciever refund.He said because of Foreign
Exchange in China is strict and to send money takes long time.
Could you tell me why is it take to send money from China,
and is there any problems in FX right now in China?
And,could you tell me when can I expect the refund in this case?
Any information is needed,Thank you very much.

President Obama has been dealing with these problems almost since day one of taking office (see recovery.gov).
