Are they like powers - i know its a mathematical term - but I always get them mixed up. Is it like 2 squared - with the little two next to it?

An indice is a power, just the same way multiplication is 'times by'. Indices is another way of saying powers. You can't say 6 indicy 7. But you can say 'we are dealing with indices' its a bit strange. Think of it this way: indicies are the study of calculations using powers.

Indices are the mathematical terms (as you said) where we study the operations of indexes and the bases........

for ex. 5² here base is 5 and indes is 2

so how we can use the mathematical operations on bases and indexes is all about indices.

ex. 6² x 6³ = 6²+³ = 6^5 (6to the power 5)

here base was same and was multiplied so the power gets added.

similarly if it was division and same base the power has to be substracted..

so there are certain rules of operations which all include in indices.

2³_____________3__________8
5²_____________2__________25
10^4___________4________10,000
2^(-3)__________(-3)_______1/8

I think this agrees with your thinking.
