For all who answered already , vote on this proposal on how to make Filipinos follow the law strictly
Increase the salary of direct implementors of the Laws , the President and all direct implementors of the Law, such as Police Chief down to the Police Private , BIR Chief to the last clerk , Customs Chief up to the last Customs chief so as they be responsible for any graft and corruption during performance of their duties.
Example : THe Presidents Salary on Record is Php 56,000.00/month , she is in charge of 84M Filipino , so make her annual salary 84M pesos which comes to 7Million /month (no more Presidential Pork Barrel of any kind ) , Police Chief of Manila is in charge of like 9 Million Manileno (estimates only for example discussions) so the Police Chief gets 9 M X 0.50 cents , so his annual Salary is 4.5 M pesos/annum so prorated down to his staff . The hitch is anyone of their staff caught doing corruption /profiting in his performance of Job = Shot in Luneta (or equal )

What is the reward in making the laws, and what is the reward on following the laws...maybe this can make someone follow the laws.
Filipino can follow the rules, they understand the limitations on things they cannot do and not do in any time and any place. Let’s take a look at the whole nature of Filipinos. They are from a close family and many extended families that used to live basic and simple ways. So, everything started home made, where in there are many laws set in by the first generations that more benefiting the rulers which are the adults. World War II just ended in the 1940s? Most Filipinos started finishing High School graduates in the 60 and 70s. Then College graduates were growing in numbers. Many are coming out to work overseas and migrate. Many stay longer working in foreign country too long; even the pays are not great. Many are not coming back instead stay in the foreign land and changed their citizenships. The generation is working for everyday survival. The Filipino innocense, purity and families' morals are put into struggles. Annulments, Divorces and other separation of family members becomes trends. Famliy values lessens and get out of control in which everyone are hard to coupe up with. For some Filipinos who have the leadership and believes that there is hope, they are starting to share the knowledge and the experiences learned. The educated, the entrepreneurs, the learned people with good heart are coming back to country. The Filipinos are slowly maturing to accept the evolution of survival. Accepting what the right information that works for the others that can work for Philippines can perhaps help to live better. Philippines is not bad place to live at all!

It's a matter of discipline really. If both the law enforcers and the citizens are committed to the same goals then everyone would be encouraged to show more discipline and more consistency in enforcing/obeying the laws of the land. For as long as we are convinced that no one is above the law, then we would all be on the same page - i.e, law-abiding citizens all! But if see some people getting away with some things, then we are lukewarm about compliance as well. We have to start somewhere...so let it start from us - the ordinary folks!

You have a very good point ! Philippines , in order to grow and prosper free from corruption , must have good policemen that will enforce the laws of the land . This is the place it must begin ! First , Philippines must equip the police to do their job and that includes training on the laws , learning how to handle firearms , training them on how to drive according to the law . Then supply them with a car and a gun .
Next , reward the ones that enforce the laws by giving them promotions . The ones that do not do their job should be suspended .

The change must come from within ourselves. Severely lacking discipline we have complete disregard for the law - just stand in a busy street corner and observe violators everywhere. The drivers, pedestrians, cops, vendors, even kids - there's a prevailing me-first-what-law attitude that is apparently ingrained and perpetuated.
Don't blame governance, for the people are the ones who put leadership in power. The people can also take away that empowerment. But an undisciplined people cannot effect meaningful change; they will only get what they deserve. We must first not lose that dignity that we should value so much before we could truly move forward towards prosperity.

I live here in the U.S. and work in health-care, I know of alot of Filipinos involved in some kind of scam. Someones always selling some kind of junk, cheap fake this and that watches, purses, jewelry, movies, clothing, and even electronics. Some avoid paying taxes, while others brag about how they get satellite TV illegally. Not to say that all of the Filipinos here are like this, but honestly it is unfortunate that it is so prevalent. Many snicker when sharing these stories as if they are proud to be cheating the system or somebody else.

I agree with you. There is a very lax implementation of laws in the country. If all of these laws were implemented, we would be as clean and strict as Singapore. Just take for example the Clean Air Act passed by Congress several years ago. It required all vehicles for smoke emission testing but to this day you still see vehicles belching smoke! Are these smoke detectors defective? All Barangays by law are required to implement a waste management program to control garbage. This means segregation of waste like plastics, glass, paper and bio-degradables. Our local city ordinance is quite strict about trash and spitting in the streets but you still see it. Then if you implement these laws, a lot of people would resist, saying they were not consulted. These are ALREADY LAWS, so why complain now? In fact I suggest to close down Congress and let government concentrate more on law implementation than law making which are not implemented anyway. My suggestions might be radical but they are practical. During the implementation of Martial Law in 1972, some sector of society were happy about it because it brought order to the country. People who used to jaywalk in the streets were afraid to do so. EVERYONE was complying with the law. Unfortunately as the years pass, the government abused it's power. Marcos had his chance to change the country for good but he took a different path.

Oh, I thought it was the corrupt government that you have. Or was it the realization that Imelda Marcos could not wear as many shoes as the Philippine economy could produce? Someone has to give the folks a sense of destiny. The rest of Asia looks to the Phillipines as the local Tobacco Road, where the only smart people are the ones who emigrate to the United States.

China ordered many shot for corruption and it , for the most part , worked . They now have minor corruption , not at all as it used to be . The nation is thriving beyond expectations .
I , however , do not forsee any such thing happening in Philippines .

This question is very interesting although it would rub some folks the wrong way because their strong national pride will not allow them to discuss the naked truth of the matter.
Personally, I really enjoy the Philippines. Overall, I like filipino's in big way. My American family is not as close and honorable toward each other like filipino's.
Going by what I observed,Most filipino families really look after each other.
Since I am not a filipino, I will refrain from commenting about the countries internal problems although I would have a lot to say but out of respect for native filipino's,I will leave the forum open for filipino's only.
