They aren't lethal, since the air resistance is slowing that bullet down, but is the bullet being shot straight up? If it isn't, then the bullet could come down with a lethal velocity. Remember, the speed of any falling object falls at a speed of 32ft per second/second, so every second that bullet is in the air falling, it speeds up by 32 ft.

On the way down, they will accelerate at the rate of gravity's acceleration, which is about 9.8m^2/s

Theoritically, it will keep on accelerating, so at a point, if it haven't hit anything and stop yet, it should reach the same speed as it had when it left the chamber (which is pretty high)

So, you will need to shoot it way up high so there's enough time for it to accelerate to that high speed. Even so, pratically, air friction means that an object cannot go on accelerating to infinity speed. There's a threshold speed where it will no longer accelerate without any additional force

I just saw a Mythbusters about that and they proved that a bullet shot in the air comes down at a much less speed.
