My best guess would be that because they are not in an upright position all the time, it doesn't drain properly, or at least in the same way as an adults. My two year old produces much less wax than she did when she was a baby.
I also know that babies are more suseptible to ear infections. The pediatrician said it has something do with the fact that the inner ear is not fully developed. This might have something to do with wax as well.

honestly i don't know, but my baby has a TON of ear wax. It is shocking and you have to be VERY CAREFUL when cleaning it.
p.s. my mother-in-law says it is hereditary and that my daughter got it from her as she produces a ton of ear wax.
