This is very simple man.

In chennai since it is near to the shore or sea, it exchanges it wind(air) with the sea wind(air).
It is known as convection - property of heat transfer.

The air carries the heat to the shore that has the hot suns heat being stored in the sea is carried to the atmosphere of the land.
By this the temp in chennai is moderate.
But in Delhi since there is a lack of sea its temp is maintained.

The main reason is that Chennai is a coastal station whereas Delhi is an interior place.Usually coastal stations will have a moderate climate throughout the year as sea surface absorbes heat slowly and also loses the heat slowly(specific heat of water is more) which influences the adjacent land temperature.So ,the land near the sea will be warmer particularly in winter and the temperature will be comparatively less in summer.During day time, sea breeze which blows on most of the days in a year particularly in the afternoon or evening brings down the day time temperature of a coastal station.This is more pronounced in summer.
The second and another important reason is that the sun will be shining in an more inclined position over Delhi than at Chennai due to latitude difference and hence the amount of radiation reaching Delhi will be comparatively less.The Chennai's latitide is approximately is 13 degrees North and that of Delhi is approximately 27 degees north.In the peak winter(N.H) the sun will be over the tropic of capricon which is at 23.5 degree south latitude.So the latitude difference is more for Delhi.Hence the sun's rays are more inclined over Delhi during winter.
