Your definately not too old, your only 13! I teach drums to students of all ages. Infact, not so long ago, a 67 year old man who had recently retired decided to take up drumming. He said that he had always wanted to try it, and now that he had the time he thought he would give it a go. He's doing great!
Get yourself down to your local music store (or take your parents down there) and look for a cheap set to start on. Then get yourself a teacher and give it a go. There are normally teachers practising within the music stores, and if not, they should know the names of a few local teachers.
Go for it, and have fun!

I agree, it's never too late to start up drumming, I started when I was about your age! If you're looking to start up, you can find great guides at http://www.drumsetresource.com. Good luck to you!
