Have a stocks installed at the front entry area of the office location. Lock the offender into it.
Then let everyone at work stuff the stolen pens into an orfice of choice and leave them there all day. Call it your orifice party.

I have a pen that gives a pretty good electrical jolt when you push the button but be careful I have grabbed it by mistake.

wrap a spoon around your pen with tape, then they won't....it also looks cool and serves as a spare spoon when in need. cat o' 9tails with the big paper clips should work

put krazy glue on them so that when they touch them their whole hand gets stuck to the desk. leave a tape recording asking if they can pass the test and have a saw in the drawer =)
