All handles that I have seen on a bath are tightened from the other side with a hexagon nut, you will have to gain access somehow.
If you are fortunate , the one that requires tightening will be at the bath -panel side, and not the other one, otherwise it would mean bath removal.
The original installer should have ensured that proper washers were fitted at the time of installation, and that they had been torqued correctly

You would have to take the bath panel of to get at the handle to tighten the handles up

Most handles are held by a screw. You will probably find a cover in the center of the handle that can be popped off to access it. This cover usually has the H or C on it and a thin screwdriver works well for removing.

Remove the covering and then whilst grasping your tool in a manly fashion, twist the nuts until you achieve an unshakeable grip......
