It may vary from place to place, but in CA, you have to find a certified backflow plumber (a few years ago there was a state cert and San Fran had it's own cert - I don't know about LA). A certified company can test the RP or double-check & put a little sticker. This is performed annually.
Call local plumbing companies, or look for a mention of backflow certified in the yellow pages.

There are all sorts of backflow prevention devices, and no single method of inspection.
A call to your water purveyor, with a description, manufacturer and model number will probably get you enough information to know how yours can be inspected and tested.

A crapper flapper?
Usually there is a lid that can be unscrewed. Secure the home (so no one flushes or otherwise uses water while you have this open). It will likely need to be cleaned. Use gloves. If this port is inside, a fan for fresh air might help!

You didn't state what type it is. There are backflow preventers for drain lines and then for water systems such as sprinkler lines.
