I see your point. But that would be very rude on Times' part towards America. You see "Man of the Year" could be either a good influence or a bad influence (ex.: Adolf Hilter and Joseph Stalin were both "Man of the Year"). However, George W. Bush has not committed any mass-murders (don't get me started on the wars) the way the above two did. And considering he did nothing particularly good either, he's not a very worthwhile decision.
If Times did choose Bush for being bad, that would be un-American. Times usually keeps away from that.
Another reason is that Bush has been chosen twice already. He would be the first person to be chosen three times since Franklin D. Roosevelt.

Bush wasn't voted Person of the Year because he already won it twice, in 2000 and 2004. This year Putin won it:

Note that Person of the Year is NOT meant to award the best person, as most posters here assumed. It's meant to be the most influential person or people, regardless of good or evil. Hitler and Stalin were past recipients.
