Sad to say, I really think you have to. Consider the options. Here you have a man that is too stupid to stay behind the stripe. What will become of his living? I would expect he will breed a number of no-neck offspring that would do the same. Alas, we all must do our part to cull our species of the mindless breeders that exist. As Darwin explained, it is only the fittest that survive and procreate. As an intelligent society, we must do our part to "deepen" the gene pool. Yes, give him a hard nudge at the right time. While you may feel guilt seeing his blood soaked carcass on the track, you can feel justified that you have assisted your species to a better level.

LOL, I know it might be tempting at times, but i vote that you spare him. To be honest, i bet he has some form of minimal suicidal tendencies, thats why he's so close to the rails. I like life, i stay away from yellow lines.
