In terms of processor speed and RAM you can usually fudge it a little but playability issues come up more often in the case of games with your graphics cards. Certain games absolutely require certain features like pixel shaders, and 3D rendering and stuff like that.

My computer is about 3 years old, built from scratch, and only now am I starting to run in to issues with my hardware showing its age. Up until now though I have played many games despite failing the minimum requirements.

If you go to systemrequirementslab.com I think they generally red flag you when your computer absolutely won't run a game.
