Well, that's not true, he visited many european countries, although much less than any other american president, although it's true he doesn't get that many invitations either...
I wonder if you americans actually know what happens in the streets of an european city when Bush visits... there are usually hundreds, millions of people protesting against Bush's invasions, mass murderings and bombings, in Europe (and the rest of the world) Bush is a war criminal, one of the biggest in history. I personally doubt if any of this is shown on american tv's and newspapers, you have lot's of censorship...
But no european head of state would refuse to meet Bush, as a principle of maintaining good diplomatic relations with any country.

The answer is that all intelligent people know that George Bush is going to cause a nuclear war with his forced presence in Iraq. This war is costing so many lives and so much money and it is incomprehensible to think of all the damage this man has caused so far. All European countries want to separate themselves from him because if they say they like him then the Muslims will fight them too. The best thing we can do for our country is to pray and leave Iraq immediately. Go to www.moveon.org and vote against the war. You know Bush has passed a law where he could listen to people's conversations on the phone? Yes, nothing is private in the USA anymore. We now live in a semi dictatorship. Keep praying and everything will be alright. I think you asked a great question. Don't let those people intimidate you. They did not have the heart to ask such a great question because maybe they don't care!!

Bush is a liability. He rarely does announced visits because of security issues. Protesters always line the streets and security keeps them out of sight when he does show up.

If it's true, then it's because the people of their country will dislike their own leader for meeting with such an idiot.
Example: Tony Blair got a lot of sh*t for meeting with him/supporting some of his decisions

If this is true it is probably because they do not want to be portrayed as Pro- Bush in the local press.

Altho I am certainly not convinced what you say is true, has it occurred to you that it costs big bucks to have a president visit? Many, many extra hours of security personnel, for example. Maybe they just cant afford the millions it would cost.

Not true. He would be welcomed by the heads of state and governments of most any country in Europe.

Our interventionist foreign policy has made most countries in the world angry with us. Nobody is angry with Switzerland. Hmmm...

Because they don't want to be pictured with an ultra conservative war mongerer who more than half the world can't stand. Bush is a failure - maybe not in the US, but around the world he's seen as that - and nobody wants to associate with failures.
I don't believe my country should entertain such a person at the taxpayer's expense. You're quite welcome to him.
