personally, i use www.1and1.com
they are fast and a good deal.
it include a domain name, 10Gb of web space, 600 email addresses, 2GB of mailbox space per account, 10 MySQL databases, 800 email aliases, photo galleries builder, web builder, blog and rss capabilities, firewall protextion, etc....
and that is only the beginner package at $4 a month. Go up to $5 a month, and get 120Gb of space, 1200 email accounts, 2 domain names, host many other websites there as well, 25 MySQL databases, etc. etc. etc....
they are the best deal i think. I've used them to host over 65-70 web sites.

I think only email account and disk space is not good enough for selecting an appropriate web hosting solution.
But i would like to suggest hostmonster.com as a general, i have been with it for 2 years, and I am quite satisfied with their service.

If you are serious about websites either for personal or your business, don't go to free web hosting as they are usually not reliable and you may end up losing all your hard work. Free web hosts usually put advertisements on your websites and it could be annoying.
If you like to create websites (usually you will end up more than 1 website, I got more than 100 websites in about 6 months' time), go for multiple web hosting services where you could host all your websites in one account.

I think you are doing the right thing here asking for recommendations. That is very important. I recommend HostNed Web Hosting http://www.hostned.com to people.
