I just went through this last night. I got a can of compressed air, and with the CPU off and unplugged, I blew out the dust from the fans. It turns out the heat sink fan on the actual cpu had collected an extreme amount of dust and it causes the fan to speed up in order to cool itself. It is so quiet now, you can hear a pin drop in my computer room. You will need to open the case to do this, and I suggest looking around with a flashlight for anything with a fan.

The reality is, unless you are handy with computers, there is nothing you can do. Unless, the CPU fan may be getting dusty and has to work harder to keep the CPU cool. This will make it louder. Take a can of compressed air (get them from the computer supply shops) And blast the dust off the CPU cooler. That will shut it up a little. Don't use a brush, computers are sensitive to static electricity.

You could try to replace your current CPU heatsink / fan with a quieter one. There is a type called a "heat pipe" heatsink which has no moving parts, it's a silent cooler.

Check out http://www.newegg.com. Before you purchase, make sure that the heatsink you're looking at is compatible with your CPU.

They have a pretty funny article on how to fill your computer with cooking Oil thus bypassing the need to use fans in CPU or power supply

Check computer sites and look for fans with a low DB rating.

Or buy a bigger fan that runs at lower speed.
