You need development tools of some variety. Generally speaking if a game doesn't come packaged with them then chances are that making a mod for that game will probably turn out to be more trouble than it's worth unless you're familiar with making mods. Get a game like Titan Quest that comes packaged with the tools to become familiar with the process. Titan Quest actually has video tutorials created by the developers themselves to help you get started.
