Anyone who is backed by the Army & ISI in Pakistan is a tough guy and doesn't care for general public opinion in the country.
Right now, the toughest and and roughest one is Musharraf, backed by Army,ISI and the USA.

Shoab Akhtar has always tried to establish himself as rough and tough, hyperlimiting Aussies. As he aging, he is understanding the implications that ICC will not come saving him as they do in case of Australians and mellowing down. May be he will be nice person.
Where are you?
