Certainly. It has to obey the law of physics. You are building up kinetic energy when you throw it down, and the energy repels it back when it hits a flat surface. There are other objects that bounce too, which are pleasant to view!

No its an optical illusion. When you bounce a ball its the entire universe that bounces as the ball stands still. ;-)

not really, it transfers the downward force back through it and it appears to bounce.
