I think that Rockstar just drew the line at children, or maybe they were forced to. I've always wondered this but it would be slightly disturbing if they had you clubbing children with a golf club. It would simply bring too much more negative attention to the game and it wouldn't really add much IMO.

Perhaps this is what inspired the game Bully though? If you can't kill them, make their lives miserable.

Yes, I agree with the others, it's to protect the kids. The Sims game is also like that - teens can't fall pregnant (as if they never did, lol) and when the house starts burning, the first thing they do is run to get the baby, etc. I think it's a good thing. Our children are our treasures.

Its probs because the game would be banned, having granted the power to kill children in-game.

People would feel bad about killing kids. Also, I think they'd also get in a lot of trouble for doing that. I heard they didn't put animals in for that reason. Maybe that's a rumor though.
