I wouldn't really say that Guild Wars is like WoW, but it is a pretty high profile free TO PLAY game. You still have to buy the core game and expansions if you want them.
There's a lot of straight up free MMORPGs out there though. I can't think of any off the top of my head that I would say both look and play like WoW.

Fiesta Online
Dream Of Mirror Online
Maple Story
Last Chaos
Honestly though none of them are nearly as good as WoW, but they are completely free.
Runescape is a complete turd, people, stop playing that awful game.

Guild wars is pretty similar to World Of Warcraft and there is no monthly charge which is so nice =)

runescape it is the close as you can get you have to pay to be a member just dont be a member. It is a mid evil survuval game.
