I do know SBA's were minted in 79' 80' 81' and 99' for a 10 year anniversary. They appeared in 79-81 proof sets, but not in 99. Any reasons?

The SBA dollar was not minted in 1999 as a tenth anniversary coin even though it worked out that way. The mint as well as the Federal Reserve started to run out of the SBA coins due to a large number went to a couple of country's in Central America that started to use our currency instead of theirs. The mint found they didn't have enough left for our own vending machines. To also make a little more profit they made proof ones for collects as well as some uncirculated ones that were mint set quality. They sold them as separate items and did not include them in the sets made that year. The reason they never made it to the sets, is they came out very late in the year, after the mint and proof sets had already gone on sale. The proofs from 1999 have gone up in price. As of 2007 the mint has failed to tell anyone just how many proofs they actually struck of this date. Hope this answers your question
