The charger should give the DS what it needs in terms of power - I can't imagine Nintendo making their DS lines with different power input requirements. A US DS charger outputs 5.2V at 450mA - if your UK charger lists the same output, it should be fine.

If you want to plug a UK charger into a wall in the US: No way. The mains voltage is different and the plugs are physically different to keep you from frying your electronics on the wrong voltage. You'd need at minimum a travel adapter, and probably a transformer too. Check the rated input voltage on your charger - if it takes 110V in you can skip the transformer.

I wouldn't recommend it, US and UK outlets are rated for different voltages. You may be able to get away with it but if they sell proper converters then I would certainly invest in one.
