Has this to do with calculating materiality? FS could stand for Financial statements and the error tolerance could be 2% of profit before tax.

FS accuracy doesn exist if im right the only thing in maths that does is the fourier series

It means Full Scale Error.
It's an absolute error divided by full scale (range) and it's measured in %
