I am the legal non-relative guardian of a child that has lived with me all year. I claim the child as a dependent on my taxes, but does the child count as my qualifying child (or anything else) to be claimed on the child tax credit or earned income tax credit. Or is there anything else that I can claim regarding the child?

If child was placed with you as a foster child by an authorized placement agency (Child and Family Services, for example)or the judgment or order of a court of competent jurisdiction then the child is your Qualifying Child for tax purposes, including the credits you mentioned.
