Temporary death occurs when life function ends, but significant damage has not occurred. At current state of the art medicine, this can be made to last for periods in excess of 1 hour.

Permanent death only occurs when unrepairable damage has occurred. What amount of damage is unrepairable is based on medical technology. Before CPR, a stoppage of the heart was death, now it is frequently not. Who knows what medical technology will be able to repair in the future.

Perhaps the damage caused in cryogenic freezing will be able to be repaired some day, then the people who have been frozen aren't technically dead right now.
