I Would Suggest Gently Cleansing The Eye Wiv Warm Water And A Cotton Ball If It Doesn't Improve. But If Its Still Like It In A Couple Of Days Then I'd Take It To A Vet As It Could Have An Eye Infection And Need Cream Or Antibiotics

I'm not sure if you put UVB on a tort but in other reptile species the wrong UVB light can cause eye problems.

The compact coil types of UVB are bad news and cause eye problems. For other reptiles, specialists call for you to remove the coil right away, as it's better to have NO UVB for a few days than to have the coil.

Repti-GLO 10.0 has also been proven to emit harmful rays to reptile eyes, especially if the light is close to the animal. Repti-GLO 8.0 is okay and a lot of people recommend ReptiSUN 10.0. You pay a lot in pet stores for them, but you can get them online for $20.

If its gunky you may have problem. Tortoises are quite susceptible to the herpes virus and it would be contagious to other tortoise and reptiles. Gunky eyes are one possible symptom of this.
Indian star tortoises are protected and illegal to import into the UK. Herpes is a common problem in these illegally imported specimens and you need to ensure the origin of yours. There are some captive breeders and if yours came from one of these you should be ok as they usually make sure they are herpes free.
