I was looking at a tutorial on how to paint in photoshop, but concerning the picture they started out with I'd like to know if they used a tablet for the base drawing or started out with a pencil sketch and then did something with the tablet to make it look like it does in the black and white stage.

Done on a graphics tablet. I can tell by the pixels and from seeing so many shoops in my time.

There is no way we can REALLY tell, especially in the small size of the images shown, but it could have been done either way.

The point of the digital tablet was to offer an artist a tool to make a shortcut to getting an image into a computer. A skillfull artist can manipulate a stylus as good as he can a pencil, and, with the proper software, a sketch created ona pad can be made to look just like a sketch created on paper.

In the examples shown, the original black and white sketch may have been done on paper, then scanned into the computer for color addition. That is the way I would have done it. Looking carefully at the similariteis and differences among the set, I would GUESS that this began as a pencil and ink drawing and a watercolor or ink wash added for grey tones. (note that the black and background greytones do not change from any of the variations) The color variations were probably done on the computer.

That's all digital. Look at the line work in the first piece.

I assume he/she used a wacom. If it's all done with a mouse then I'm doubly impressed. But given the variation in stroke It's most likely a tablet drawing.

It looks entirely digital to me, judging by the regularity and characteristics of some of the strokes. Take a look at the "erasing" type strokes behind the nape of his neck, and the broad (round-tipped) diagonal strokes at the bottom. More than pencil, it resembles felt-tip marker work.
Photoshop from start to finish.

it looks like a thumbnail sketch was initially drawn by hand then scanned into Photoshop where the artist played with brushes masks and shadowing techniques to get the effect they wanted
