It's called Andra Pradesh Inn located at the interior street of cigarette chewing indians in Nasr Square in Deira where they charge Dhs. 45/night at your own risk. Just dont open if somebody knock on the door saying " Room Service"
I hear something like Dhs. 30/night somewhere in Satwa... cant really give more info on this but If you can wait for the whole day while I'm trying to call some of my Iranian friends and I can tell you the exact locations and the risks that you might be taking.
Can I suggest? Why not instead of cheapest.... why not you specify your budget. Maybe other can help you instead of us trying to locate the "cheapest" there is in Dubai.

the cheapest ones r 350 dhs per night .
dont remember the names but can find out calling different hotes from yellow pages
