I am cycling my tank for a few more days and today the water went all murkey, have i put too much water conditioner in? or would it be dust from the fan in my room?

My tank is quite small; 28L... it has a heater an air pump and a heater with coloured rocks and fake plants....

absolutely normal, just shows that your cycle is working and the good bacteria is getting established in your tank, which shows in the water beeing cloudy
the cycle takes altogether anywhere from 6-8 weeks

Given that you're late into your cycle (you said you're cycling for a few more days), this could be an algae bloom. Check to see what your nitrates are at. Algae blooms usually happen at levels above 30ppm. If your nitrates are higher than this, it is a safe bet that you're seeing a bloom. Water changes are the best immediate recourse. Of course, this can happen with or without fish, and one way to bust it (in addition to water changes) is to get a plant you like that will outcompete the algae for nitrates.

Beneficial bacterial blooms can also make the water cloudy - but that usually tends to happen earlier in the cycle. If you're within 4 weeks of the tank cycling, this is likely what it is. Again, nitrates will tell you if this is your situation - they will be low (usually 10ppm or lower) at this stage. Should this be the case, no water changes are required, and the bloom is a good thing. It will clear up by itself soon.
