They should reform the whole thing. Every time you buy a new car, or want to drive something other than your daily ride, you should have to prove that you can handle it. Just because you passed this thing "back in the day" doesn't mean that you still got it, nor does it mean that you chose the right vehicle.
I like to drive and I put a lot into it. Wish every one else did.

I think 2, 3, 4, 5, 7, and 10 should definitely keep a person from getting a drivers license. I think that they should give 3 or 4 chances at most and lower the number of questions they are allowed to get wrong.

1. definitely not a reason, when I had test there was a woman, completely stressed because of presence of her husband on the tests, she'd failed driving part 7 times in row, but that time he was late and she was driving great, until the end when he showed up and she made mistake. (she passed that time, as one mistake is allowed)
7. My brother drives since he was 12 and he is and always was an excelled driver.
#2, #5, #8 sound like good reasons to me.

1. but the dmv allows so many re do's
2. because it's boud to happen again
3. old age causes a lot of things to be forgotten
4. leads to too many accidents
5. poor judgement
not 6. because people can change
not 7. im 16 and have my license...even got money off my insurance for being a good teen driver

not 9. otherwise, those parking spaces are comletely pointless
