latency is the amount of time it takes for a signal to go from ur computer to the other computer and back, latency ping means it has good connectivity, hence since u have high ping/latency servers kik u. I dont know much about Steam but there are alot of ways to improve ping if ur playing on Garena. so if u tell me which server u play on, ill be glad to help u

The time it takes for your computer to contact with the other, distant one, the server... It may also be referred to as Lag, the time something takes to interact with something else. It's counted in milliseconds (ms). The lowest, the better.

usually it is meant to be a type of timing.

latency can be the measurement of time between you and a server, in your application i believe it should be similar, perhaps the timing before and after certain events in the code?
