Yes, the Japanese bombed the US Territory of Hawaii, but later, the Japs used a secret "Weather Balloon Bomb." This was a balloon that had a bomb attached that rode the westerly jet stream to the US Pacific-Northwest. The idea was that after it reached the continental US (or Canada) the balloon would eventually lose altitude and when it got to a certain height, an altimeter would trigger the bomb's release.

Some of them actually worked, but they were so few and far between that they were kept secret from the public. It was hoped that the bombs would cause forest fires all over the Northwest.

Technically yes:
In the War of 1812 the British use shipborne cannon to bombard many areas of the country along the coast and the great lakes regions.
In WW2, the Japanese successfully launched incindiary bombs via ballooons that caused some small forest fires on the West Coast of the United States.

So the Answer is yes.

During World War 2 the Japanese used unmanned balloons armed with small cluster bombs set to be released after a certain distance and altitude had been reached. These were largely insignificant attacks and most bombs detonated in desert areas.

The Japanese sent aerial bombs, incendiaries mostly I think, by balloons. Most of these didn't reach the continental US, but I have heard that at least one started a fire in the northwest.
